You are probably going to have to take the seat out and check the continuity to the elements in the seat, if it is heating partly you should be able to check the resistance and continuity on the ones that work with your test meter and relate that to the ones that don't. The only way to repair is to rip apart the seat and fix/replace the contact parts. I decided the $1,000+ estimate I got was not worth it.
