So you'd experience similar cannibal numbers on normal, they'd just have less health. Crafted Bow is a pea shooter, unless you can land headshots, which are one shot kill on cannibals. Plus, when mutants start showing up, the cannibals may attack you when you kill one, especially in the main village. I was able to tame the cannibals on the western side of the map, until they saw me fighting a blue mutant.
